A meeting was held on January 21, 2009 at Chatham Acres.  The meeting opened at 11:58am.  Members present were Patricia Dufour, Monica Kangley, Ann McLaughlin, Jeanne Hubbard, Jo Ann Ewing, Judie Bobbi and liaison, Sue Weintraub.

Prior to the meeting, there was a brief presentation by Real Estate Development as to what kind of services they could provide to new developments and rehabilitation of units.

Minutes:  Ms. McLaughlin made a motion to approve the Minutes of December 17, 2008.  Ms. Hubbard seconded.  Motion carried.
Bills and Communication:  
ASRWWWA sent invoice for membership and CCR fee.  Ms. Bobbi reported that now we have Millenium Water managing the water systems and doing our testing and it would be easier to have them do the CCR.  The cost would be slightly less than our current fees.
Senior Resources sent RFP for agencies who wish to apply for funds that fall into certain categories.
Department of Public Health sent an approval letter of the sampling point inventory sent.
Cash Report:
Ms. Bobbi presented the Bank Reconciliation for December 2008.  Ms. Kangley made a motion to approve.  Ms. Ewing seconded.  Motion carried.
Old Business and New Business:
Higgins Enterprises Inc. noted that when they did the maintenance on the generator at Bellwood Court they had to change the starter.  Also, they will contact Arrow Gas, our propane provider to meet with them to check the gas pressure as it seems too low.
Millenium needs to replace a valve on the filter system at Chatham Acres.  It will cost between $450 and $500 for a brass valve.  The plastic valve would be cheaper but not as reliable over a long period.
Department of Corrections has been notified of the work we want them to do and sent a mock up of the items.
Ms. Bobbi reported that the end of the year financial statement is ready to be sent.  A package to the Town is made up containing the December 31, 2008 financial statement, the Annual Report, the approved Budget for 2009 and a Housing Directory.
There was a discussion of the various line items of the financial statement.  Ms. Bobbi noted that as apartments become vacant, CHFA has given approval to stratify the rent in those units so that the base rent will be $250 per month.  Ms. Weintraub asked how many residents now pay less than the $250.  Ms. Bobbi reported there are 18 and the higher base rent will have no effect on those already residing in housing.
The Board opted to revisit the policy issue at the February or March meeting.

A motion was made by Ms. McLaughlin to adjourn at 1:10pm.  Ms. Hubbard seconded.
